		<description>&lt;p&gt;On an individual IBO level, it&#039;s both.  Some people are building bigger businesses, and I would bet a lot of others are falling out of qualification (shrinkage).&lt;/p&gt;

&lt;p&gt;For the company as a whole, it can&#039;t be good news.  They are seeing diminishing returns.  I would love to see how many total qualified platinums and above there are from one year to the next.  It seems like that might tell the story better.&lt;/p&gt;
