The compensation in Quixtar/Amway is not seamless (like other companies), it is a pain to sponsor people in othe countries.
The only way a Quixtar IBO can do really well in another country is if they set up a new IBO-ship in that country.
Overall european growth was something like 40% last year, so it wasn't just Romania. Russia is the elephant in that room, closely followed by Ukraine, but 45 of Alticor's 57 markets increased sales, so things are going well.
Remember, all Amway businesses are downline of a Quixtar IBO, and all Quixtar IBOs can sponsor people in other countries.
I think in a round about way you just confirmed that it is a pain (hindrance) and I suspect that your comment on seamless compensation is completely unfounded.
(a) it's fairly straightforward in Network21
(b) you don't need an IBOship in that country
(c) I suspect the "seamless" companies could possbily be violating various taxation laws
Nevertheless quite a number of markets have been "unified" however I find the ability to directly sponsor rather than foster sponsor in unified markets a hindrance, not a help. Much much easier if you can share the sponsorship with a local leader.

OK, last I checked…
1. If you have 2 U.S. Platinums and a Foster Sponsored International 21% you qualify as an Emerald, but you don't get the Emerald bonus…only the title.
2. If you set up as an IBO in another country, you must have 2 x 21% legs to equal one 25% leg in the U.S.
No, it's very easy to sponsor someone in another country. Simply fill out a website form. The issue is whether you want that person having a local upline to support and train them. IMO that makes a dramatic difference. With foster sponsoring as it stands now that is how it operates. Where countries are unified into one market that option is not available.
As for my violating taxation laws issue, I shouldn't have narrowed it down to just taxation. I've encountered people promoting MLMs that have no legal presence in a country, their products are shipped from abroad without appropriate licencing (nutritional products are a big violater here) and general operations, including payments are made with no regard to an individual countries requirements regarding various taxes and businesses.
For just one example, any time anyone, anywhere in the world, sells a product to an EU resident, the seller is required to collect and pay VAT to the taxation authority in the buyers country of residence. Now, personally I think it's a ridiculous law, but Amway ensures it complies with all local laws. Not every company does.
We were talking about how easy it is, not specifics of bonuses, Ty. As it is you are correct about (1) not receiving the emerald bonus if you qualify with only 2 local legs – however you still receive the 2% income. Furhtermore, if you qualify as an Emerald locally, volume in international legs does contributes to your emerald bonus
I'm not quite sure I understand what you mean about 2 x 21% legs in an international market to equal 1 x 25% leg in the US? If you sponsor yourself international and have 2 * 21% legs there, you'll receive local bonuses as a sapphire, and have further bonuses go back to your US business. Plus if you're sensible you internationally sponsor both of the legs downline of the foreign business, so you've now (depending on exact structure) got 3 legs tracing back to the US and counting multiple times for various bonuses.
In any case, that's all just logistics. It's still easy to sponsor someone internationally.
